Yes. CMS rules at 42 CFR 422.2264 restrict unsolicited calls, texts, and door-to-door contact for Medicare Advantage and Part D, but permit conventional mail and other print media. Mail content and gifts must still follow CMS marketing rules, including the nominal-value limit of $15 per item and $75 per year described by HHS OIG.
Can insurance agents send gifts to clients?
Often, within limits. Most states restrict gifts through anti-rebating and inducement laws, and limits differ by state and line of insurance. Cards are generally a low-risk touch; check your state rules and carrier policies before sending gifts.
